Ambedkar (Labour Member): Sir, I lay on the table a copy of the Instrument for the amendment of the constitution of the International Labour Organisation adopted by the Conference at its twenty-seventh session at Paris on the 5th November 1945 together with a statement of the action proposed to be, taken thereon.

The Honourable Dr. B. R. Ambedkar (Labour Member): Sir, I move for leave to introduce A Bill further to amend the Indian Trade Unions Act, 1926.
Mr. President: The question is :
“ That leave be granted to introduce a Bill further to amend
