thereupon those provisions shall apply as if the State for the time being specified in Part II of the First Schedule were a State for the time being specified in Part I of that Schedule and as if a complaint with respect to the matter had been made by the Govern- 5 ment of that State to the President.

Inter-State Trade and Commerce
Prohibition of *243. No preference shall be given to one State 15 preference or over another nor shall any discrimination be made discrimination between one State and another by any law or regula- to one State tion relating to trade or commerce, whether carried over another by land, water or air. by any law or regulation relating to trade or commerce.
Restriction *244. Notwithstanding anything contained in 20 on trade, article 16 or in the last preceding article of this commerce and Constitution, it shall be lawful for any State— intercourse (a) to impose on goods imported from other between States any tax to which similar goods States. manufactured or produced in that State 25 are subject, so, however, as not to dis- criminate between goods so imported and goods so manufactured or produced; and
(b) to impose by law such reasonable restrictions on the freedom of trade, commerce or 30 intercourse with that State as may be required in the public interests;
