Your special correspondent in India wrote to me that you wanted a statement of my views on the Report of the Joint Parliamentary Committee on Indian Reforms for publication in the Manchester Guardian. In accordance therewith, I am sending alongwith this a statement of my views. I am sorry, I have not been able to compress my statement within 1200 words prescribed by you and the statement exceeds the limit by about 300 words. In view of the importance of the subject and the necessity of complete clarity, I have to make a special request to let the statement appear in full without curtailment.
