अस्पृश्यता निवारण आणि सार्वजनिक [सोयी ]
सार्वजनिक ठिकाणांचा अस्पृश्यांना उपभोग घेऊ द्यावा अशा आशयाचा ठराव श्री. सीताराम केशव बोले यांनी दि. ४-८-१९२३ ला मुंबई कायदेमंडळात मांडला.
‘There is a very strong feeling amongst these classes themselves and | am afraid, if we do not pay any heed to the proper and legitimate demands of these classes, a day will come when these classes will themselves start satyagraha and carry the banner of social liberty to the temples and places of worship ...... ' (Vol. X, pp. 410).
श्री. सुर्वे यांनी या ठरावाला काही दुरुस्त्या सुचविल्या व चर्चेनंतर ठराव खालील
स्वरुपात सरकारने स्वीकारला--
‘This Council recommends that the Untouchables be allowed to use all public watering places, wells and dharmashalas which are built and maintained out of public funds or are administered by bodies appointed by Government or created by States, as well as public schools, courts, offices and dispensaries.’ (Vol. X, pp. 428).
बोले ठरावावर डायरेक्टर ऑफ् इन्फर्मेशनने नंबर पी. ११७, ता. 2-3-9923 ला प्रेस नोट प्रसिद्ध करून जनतेस या ठरावाची माहिती दिली.
या ठरावाची अंमलबजावणी सरकारी अधिकाऱ्यांनी करावी, असा मुंबई
सरकारने दि. १ ९-१-१९२३ ला एक हुकूम काढला. “In pursuance of the foregoing Council Resolution, the Government of Bombay are pleased to direct that all heads of offices should give effect to the resolution so far as it relates to the public place and institutions belonging to and main- tained by Government. The collectors should be requested to advice the local public bodies in their jurisdiction to consider the desirability of accepting the recommendations made in the resolution so far as it relates to them. The Chairman, Bombay and Karachi Port Trusts, the Chair- man, City of Bombay Improvement Trust, and the Municipal Commis- sioner for the City of Bombay should be requested to take similar steps with the consent of Trustees and the Corporation to give effect to the resolution with regard to the places controlled by them ... बोले ठरावाची अंमलबजावणी व्हावी तितकी झाली नाही, याचे कारण ही अंमलबजावणी करणे हे स्पृश्य हिंदू अधिकाऱ्यांच्या हातात होते. आणि स्थानिक व सार्वजनिक ठिकाणांची व्यवस्थाही सवर्ण हिंदूंच्या हातात होती. अस्पृश्यांना
