हक्कांची मागणी आपण करणार नाही; परंतु अस्पृश्यांची सध्यांची स्थिती जोपर्यंत तशीच राहील तोपर्यंत जातीय पायावर राजकीय हक्क दिले पाहिजेत आणि हे हक्क मिळवून देण्यासाठी आपण प्रयत्न करीत राहू असे विचार शिंद्यांनी आपल्या भाषणात प्रदर्शित केले. आपल्या कैफियतीला जनमताचा पाठिंबा मिळविण्यासाठी शिंद्यांनी दौरा काढला.
कायदेमंडळे, म्युनिसिपालिट्या आणि लोकलबोर्ड यांत अस्पृश्यांचे प्रतिनिधी असले पाहिजेत, मुंबई कायदेमंडळात अस्पृश्यांसाठी किमानपक्षी पाच जागा (महाराष्ट्र, गुजराथ, कर्नाटक, मुंबई शहर व सिंध यांना प्रत्येक एक) असाव्यात आणि जे अस्पृश्य सरकार-मंजूर प्राथमिक शाळांतून चौथी इयत्ता पास झालेले असतील आणि ज्यांचे वार्षिक उत्पन्न १४४ रु. असेल, अशांना मतदानाचा हक्क असावा, असा शिंद्यांच्या कैफियतीचा सारांश होता. शिद्यांच्या कैफियतीबद्दल 'टाईम्स' पत्राने आपल्या २६ जानेवारी १९१९ च्या अंकात ‘Current Topics’ या सदरात एक स्फुट लिहिले होते. ते येणेप्रमाणे :

“In a statement presented to Franchise Committee Mr. V. R. Shinde of the Depressed Classes Mission, proposes an extension of the Fran- chise to all those whose annual income is over Rs. 300 and who have read up to the Vernacular School Final Examination. In the case of the members of the Depressed Classes, he would have the franchise further lowered still. For the Depressed Classes, property qualification should be an annual income of Rs. 144, and the literary qualification the passing of the Fourth Vernacular Standard in any Primary School recognised by Government. And in order that the stigma of untouchability which in popular imagination, at present lies upon them, should be completely washed out as soon as possible, he argues that representatives of these classes should be admitted to Legislative Councils and Local Bodies for the purpose of voicing the feelings and safeguarding the interests oftheir . : classes. Mr. Shinde would have at least five seats reserved for De- pressed Classes, one each for Karnatak, Maharashtra, Gujrat, Sind and Bombay City, supposing the Council is to consist of 150 members. The representatives of the Depressed Classes should be elected by those classes only to be specially formed on the franchise above mentioned.”
