असावे किंवा स्वातंत्र्य होते. हिंदुस्थानचे ध्येय राजकीय वसाहतीचे स्वराज्य
असावे हा प्रश्न पहिल्याप्रथम सन १९२७ साली काँग्रेसपुढे आला. परंतु ह्यापुर्वी
नाही. दोनच त्याचा कोणी उच्चार केला नव्हता, असे काही म्हणता येणार वर्षापूर्वी बाबू चित्तरंजनदास यांनी या विषयाची चर्चा केली होती.
ता. २ मे १९२५ साली फरीदपूर येथे झालेल्या प्राव्हिन्सियल काँग्रेसचे अधिवेशन भरले होते. त्या अधिवेशनाचे अध्यक्ष या नात्याने त्यांनी जे भाषण केले त्यात या प्रश्नाचा त्यांनी सांगोपांग विचार केला होता. परंतु ही माहिती देखील कोणाला असेल असे दिसत नाही. परंतु या विषयासंबंधी त्यांचे विचार इतके महत्त्वाचे व समेंजसपणाचे आहेत की आजही जो वाचील त्याला काँग्रेसने याबाबतीत पूर्ण विचाराशिवाय ध्येयपालट केला; हे पटल्यावाचून राहणार नाही आणि म्हणूनच त्यांच्या त्यावेळच्या भाषणातील खालील उतारा आम्ही मुद्दाम देत आहोत :

Commonwealth of Nations, called the British Empire, secures to each the
rights to realise itself, develop itself and fulfill itself, and therefore it expresses and implies all the elements of Swaraj which | have mentioned. To me the idea is specially attractive because of its deep
spiritual significance. | believe in world peace, in the ultimate federation of the worid; and | think that the great Commonwealth of Nations, called the British Empire a federation of diverse races, each with its distinct
