कमिटीने जो सशर्त मदतीचा ठराव पास केला त्याला गांधींनी पुष्टि दिली हे होय.
बिनशर्त मदत करावी म्हणणारे गांधी, सशर्त मदतीचा जो ठराव वर्किंग कमिटीने
पास केला त्याला पाठिंबा देतात, ही गोष्ट कदाचित काही लोकांना खरी वाटणार
नाही. गांधींनी ता. २३ सप्टेंबर १९३९ च्या 'हरिजन' च्या अंकात जे आपले मत
प्रकट केले आहे. त्याचा उतारा आम्ही खाली देत आहो.
“The working Committee’s Statement on the world crisis took four
days before it received final shape. Every member expressed his
opinion freely on the draft that was, at the Committees invitation prepared
by Pandit Jawaharlal Nehru. | was sorry to find myself alone in thinking
that whatever support was to be given to the British should be given
unconditionally. This could only be done on a purely non-violent
basis. But the Committee has a tremendous responsibility to
discharge. ! could not take the purely non-violent attitude felt that the
nation had not imbibed the non-violent spirit reauisite for the possession
of the strength which disdains to take advantage of the difficulty of the
apponent. Butin starting the reasons for its conclusion the Committee
desired to show the greatest consideration for the English.”
“It willbe a pity in Congressmen to engage in petty squabbles and
party strife. If anything big or worthy is to come out of the Committee's
action, the undivided and unquestioned loyalty of every Congressman is
absolutely necessary. | hope too that all other political parties and
communities wili join the Committee's demand for clear deciaration of
their policy about the British Government with such corresponding action
as is possible amidst martial conditions.”
"Al that is required is mental revolution on the part of the British statesmen. Toputitstill more plainly, all thatis required is honest action toimplement the declaration of faith in democracy made on the eve of the war and still being repeated from British platforms. Will Great Britain have an unwilling India dragged into the war ora willingly cooperating with her in the prosecution of defence of true democracy ?”

तयार होण्याला चार दिवस लागले. कमिटीच्या विनंतीवरून पंडित जवाहरलाल नेहरु यांनी त्या पत्रकाचा मसुदा तयार केला आणि त्यावर प्रत्येक सभासदाने
आपले मत मनमोकळेपणाने व्यक्त केले. कोणत्याच प्रकारची अट न घालता जी
काही मदत ब्रिटीशांना करणे आपल्याला शक्य असेल ती करावी अशा विचाराचा मी एकटाच असल्याचे कळून आल्यावर मला खेद वाटला. माझ्या मते जी मदत करावयाची ती शुद्ध अनत्याचाराच्या पायावरच असली पाहिजे. पण कमिटीला
प्रचंड जबाबदारी पार पाडावयाची होती. केवळ अनत्याचारी वृत्तीचा कमिटी
